Sheffield Wednesday Confronts Serious Challenges, Declares New Football Authority

'We are going to be a part of football's future' - independent football regulator David Kogan

The Championship club's ongoing struggles are seen as a "significant problem" and the football regulator is looking to gain the ability to examine team situations in such situations, its new chair the regulator has announced.

During an extensive discussion, the chairman, who was appointed on Monday, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the South Yorkshire club this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on multiple instances, including in the autumn.

"Evidently Wednesday represents a significant problem for EFL and a substantial concern for English football," Kogan told.

"The club represents one of the iconic names for the English game and in recent days we have met fan representatives.

"We're now looking to get powers... which will enable us to take the club and similar situations referred to us if they require examination and dealt with."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be willing to sell up at their home ground, but he has failed to complete a sale with interested parties.

Failure to pay player wages on time in March and May caused limitations by the English Football League (EFL) in summer, preventing the club from carrying out any player acquisitions for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Regulator's Perspective

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a regional establishment that has represented their community in multiple situations.

"I fully appreciate the club's situation, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for factors unrelated to the followers."

Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The last thing what we want to do is begin intervening in an particular organization, an individual owner, without being in a position to cooperate with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"However, realistically, when you look back over the history of the sport, over the past few decades there have been particular chairmen, few in number, but particular people who have shown negligence in the way which they've been managing their teams and eventually decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to detail the scope of the authority recently and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we've got to keep it going.

"Considerable investment coming into football and has been channeled for the recent generations, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the achievement and development as an economic entity of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of this country. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The chairman contributed funds to government minister the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any type of partisan engagement."
